Noel Baker was born in the U.S. and lived in Vancouver from age 11 to age 25. He attended UBC where he worked at the campus radio station, CITR. He wrote the Genie-nominated screenplay for Bruce Macdonald's adaptation of Michael Turner's book Hard Core Logo. His memoir of the filmmaking process for that movie is called Hard Core Roadshow (Anansi, 1997, $19.95).
