Graham Leslie was born in London, England in 1936. With a 1959 Rhodes scholarship he came to UBC and became labour relations general manager for the Greater Vancouver Regional District. He was deputy minister of labour for the Social Credit government from 1984 until he resigned from the Vander Zalm government in 1987. Breach of Promise (Harbour, 1991) is his bestseller about his disillusionment with the entire Social Credit party. It was revised to include the Hughes Report, Vander Zalm's resignation and the 1991 election.
