A former games manager in Calgary and Vancouver, his research interests include socio-legal history of Canadian gambling laws and regulatory policies, gambling and crime, and the political economy of gambling. He edited Gambling in Canada: The Bottom Line (SFU School of Criminology). With SFU Criminology professor John Lowman, he co-edited Gambling in Canada: Golden Goose or Trojan Horse, a 20-year history which says $1 billion of Canada's $8 billion gambling industry is generated in British Columbia. He also participated in the Commission of Inquiry into the Nanaimo Commonwealth Holding Society. He teaches at Douglas College in the Criminology Department.
