As a Vancouver TEAM alderman, Setty Pendakur prepared a 170-page examination of the history of the 'freeway question' in Vancouver from 1952 to 1972 in Cities, Citizens and Freeways (Vancouver: Transportation Development Agency, 1972). Pendakur and the likes of Michael Harcourt and Darlene Marzari succeeded in halting a plan to bring a major freeway system into the heart of the city. This decision accounts for one of the main differentiations between other cities such as Seattle and Toronto.
