JoAnn Dionne was born in Regina, Saskatchewan and raised in Salmon Arm. She has lived in Japan, Mexico, China and Hong Kong prior to moving to Victoria.

She left the province in 1987 to attend McGill University in Montreal. After graduation, she travelled extensively and lived overseas for many years, particularly in Asia. Her first book "Little Emperors" recalls her experiences as a teacher in China. Little Emperors: A Year with the Future of China, was initially accepted for publication by Vancouver-based Beach Holme Publishing. However, after years of financial difficulty, Beach Holme closed its doors in 2005, never publishing the book. Little Emperors was subsequently picked up by The Dundurn Group in Toronto and published in early 2008.
