Born in 1916, Bill Doherty of Victoria produced a 500-page testimonial to the workers of the federal civil service from 1855 to 1924, Slaves of the Lamp: A History of the Civil Service 1855-1924 (Orca, 1991). In 1966 Doherty participated in the formation of the Public Service Alliance of Canada and was elected vice president of the union. He later held office in the same organization from 1970 to 1982. He retired to Sidney.
