As political science professors at UBC, Kathryn Harrison and George Hoberg co-wrote Risk, Science, and Politics: Regulating Toxic Substances in Canada and the United States (McGill-Queens, 1994). They met while undertaking graduate work at the Massachusetts Institute of Technology. Moving to B.C. in 1987, they were immediately struck by the differences in Canadian and U.S. risk regulation. She co-wrote Managing the environmental union: intergovernmental relations and environmental policy in Canada (Queen's University Press, 2000) with Patrick Fafard. She then edited Racing to the Bottom? Provincial Interdependence in the Canadian Federation (UBC Press, 2005). She is also the author of Passing the Buck: Federalism and Canadian Environmental Policy.
