In Neighbourhood Organizations and the Welfare State, Professor Ley of UBC and co-author Shlomo Hasson of Hebrew University of Jerusalem compare neighbourhood organizations in Vancouver and Jerusalem, and conclude that urban politics follows identifiable patterns.
