Active in the trade union movement, MacKay (1872-1930) was born in Scotland and came to Canada in 1890. He worked for the CPR in the Kootenays, as a coal miner in Cumberland and as a prospector in the East Kootenays. He moved to Victoria as a mining broker in 1917 and located oil shale land in Saskatchewan. He self-published:
