Gary Steeves, a social and environmental activist wrote Tranquility Lost: The Occupation of Tranquille & Battle for Community Care in B.C. (Nightwood $21.95) a firsthand account of the occupation of the Tranquille residential complex for people with developmental disabilities by the workers of the site when government announced its closure in the summer of 1983. It marked the beginning of a groundswell of activism uniting community groups and labour groups in B.C. that came to be known as Operation Solidarity.

Steeves was a staff representative with the BCGEU from 1979 to 2004, and served as director of the union from 1993 - 2004. He also served on numerous government boards and agencies, including the BC Labour Force Development Board, and held various positions in the union movement including executive council member of the BC Federation of Labour.

Gary Steeves died December 8, 2020 in Victoria.
