Stephen Ruttan, born in 1947, grew up in a bygone Victoria that was smaller and more rural with Garry oak meadows and pheasants. Later he worked as the local history librarian at the Greater Victoria Public Library. He earned degrees in history and library science at UBC.

He began writing tales about people from Victoria's past in 2008 to publicize the library's local history resources. CBC radio interviewed him about the tales in 2010 and the Times Colonist newspaper serialized his writings in 2013. Ruttan published twenty of the stories in the book, Vancouver Island Scoundrels, Eccentrics and Originals: Tales from the Library Vault (Touch Wood Editions 2014). The collection highlights some of the West Coast's lesser-known but entertaining historical happenings and characters.
