Vancouver Police Chief Walter Mulligan, a 29 year veteran of the force, was a controversial figure who ruled with an iron fist and had a flair for publicity. In the summer of 1955, thanks to a young journalist from a Toronto based tabloid, Mulligan was accused of taking bribes and being involved in sex scandals.
