Born on March 25 1964 in Toronto, Fleming was raised there. She studied geography at the University of Waterloo before switching to English. Arriving in Vancouver in 1991 with her partner Cindy Holmes, Fleming has obtained her MFA in Creative Writing from UBC, hosted the Leaping Lesbian Radio Show, written book reviews for the Georgia Straight and been an instructor at UBC, Emily Carr Art University of Art and Design, Kwantlen University College, Douglas College, Victoria School of Writing and Banff Centre's Wired Writing Studio. A ukelele player, Fleming has also played defense for the Vancouver Voyageurs women's hockey team. In 2005, Fleming and her partner moved to Kelowna with their two-year-old to enable Fleming to teach at the newly-created UBC Okanagan campus. She later became a creative writing professor at UBC.

Anne Fleming is the author of three collections of short stories, as well as the novel Anomaly, concerning two sisters in Toronto who grow towards adulthood in the 1970s and 1980s. The city of Toronto itself, where Fleming's great-grandfather was mayor, has been cited as a fifth major character in the novel that also prominently includes the girls' mother and an elderly neighbour.

Anne Fleming's Gay Dwarves of America (Pedlar Press) has been shortlisted for the Ethel Wilson Fiction Prize.
